Urban development and management are critically linked with sound, comprehensive strategic planning and regulatory framework. There is a range of structural and institutional impediments to urban development and management in Pakistan and particularly in Khyber Pakhtunkhwa. To address these short comings and to enhance economic growth through better urban management, the Government of Khyber Pakhtunkhwa through the Urban Policy Unit, with financial support from the USAID, has identified some key areas where capacity of institutions needs to be enhanced. These are mainly related to Urban Planning and Development in the province. In realizing that, the Urban Policy Unit hired the consultancy services of M/s. 4th Dimension Consulting, Kundi & Kundi and PEPAC Ltd. for conducting Assessment and to propose reforms in the Legal,,Regulatory and Institutional Framework for the Urban Management corresponding to the Urban Areas of Khyber Pakhtunkhwa. I shall be leading and supervising this assignment as URBAN DEVELOPMENT EXPERT on behalf of consulting consortia.

The primary objective of this project was to formulate the recommendations in the legal and institutional framework for addressing gaps and constraints, which impede urban development, urban management, land use planning, and housing provision in the cities of KPK.

FAISALABAD PERI-URBAN STRUCTURE PLAN 2035

Project Objectives:
Faisalabad Peri Urban Structure Plan (FPUSP) is being implemented under the Punjab Cities Governance Improvement Project (PCGIP as a sub-component to achieve above described goal. The Urban Sector Planning & Management Services Unit (USPMSU) is the primary agency responsible to manage and facilitate the project activities whereas City District Government Faisalabad (CDGF) is end beneficiary. The FPUSP Project aims to assist the City District Government Faisalabad in the preparation of Peri Urban Structure Plan for Faisalabad for future planned growth and systematic development for the next twenty years. The Peri Urban Structure Plan is being prepared as per prescribed procedure in the Punjab Land Use (Classification, Reclassification and Redevelopment) Rules 2009 thus providing the CDG Faisalabad with an agreed ‘City Boundary and peri-urban zoning viz a viz’ ensuring that the urban planning and development only occurs in an integrated planned manner within the specified limits.

The peri-urban structure plan of the Faisalabad aims at the comprehensive farsighted development of the city.
Specific objectives of the peri urban plan Faisalabad include:
To suggest measures for preserving productive agriculture land and precious environmental resources in the peri urban area
To suggest pertinent mix of land uses in the Peri Urban area
To identify incompatible land uses such as industries and suggest measures to mitigate the impacts on peri urban development
To recommend an efficient circulation network in the peri urban area

Activities:
The main activities include

  • Defining study area and tentative peri-urban boundary
  • Registering land uses both in existing built-up and peri-urban areas
  • Ascertaining future growth areas and zones by employing GIS Models as Decision Support System
  • Delineating zones, sub-zones, blocks and road network in peri-urban area
  • Consolidating peri-urban area boundary as supported by DSS Model
  • Formulating strategies to support future 20 years growth pattern

Project Objectives:

People and Plants Applied ethnobotany Project at Ayubia National park was initiated as a pilot project to promote conservation of plants in hilly areas of Pakistan by adopting principles/techniques of Ethnobotany.  It was sponsored by UNESCO and ICIMOD and WWF-Pak served  as implementation agency.  I participated as resource person in different activities of this project on honorary basis. 

The main objectives of the project were:

        Study the use of ethnobotanical principles and methods in plant conservation

·        Promote participation of local communities in conservation and management of forests and plants

·        Improve the livelihood opportunities and status of local communities through better management of natural resources

·        Evaluate the role of women in conservation of botanical resources of the area

The main activities included:

·        Survey of forest trees, herbaceous plants, fodder plants and crops in Ayubia National park

·        Study of patterns of harvesting/use of different groups of plants by local people

·        Status of ethnobotany of medicinal plants in the area

·        Perceptions/views of local communities about threats from wild animals and issues of their conservation

·        Analysis of Indigenous rights and conservation of biodiversity
